FCC有两种不同的设备授权审批程序 – 认证（Certification）和供应商的符合性声明（Supplier’s Declaration of Conformity – SDoC）。
不同的产品根据功能不同，适用于一种或多种审批程序。
认证（Certification）是*严格的RF设备审批流程，适用于*有可能对无线电服务造成有害干扰的产品。
它是由TCB评估责任方（例如制造商或进口商）向TCB提交的支持文档和测试数据，从而颁发的设备授权。
TCB是指FCC认可的电信认证机构（ Telecommunication Certification Body）。
认证程序的产品测试需要在FCC认可的认可测试实验室进行。
符合性声明（SDoC）是要求产品质量负责人确保设备符合相应的技术标准的程序。
责任方无需向委员会或TCB提交设备授权申请即可完成符合性声明，但是责任方或进口商（经销商）必须根据委员会的要求提供测试报告和其他证明符合规则的信息。
SDoC是替代之前的Verification和DoC，在2018年11月2日起正式实施。
按照法规要求，需要使用认证程序批准蓄意发射设备intentional radiator (transmitter) ，使用SDoC程序批准非蓄意发射设备Unintentional radiators (digital circuitry)。
通俗的说，即是无线产品适用于申请Certification，其他的电子产品适用于SDoC。

选择Certification程序的产品，需要确保FCC标识符（FCC Identifier）即FCC ID在产品Label上。
选择SDoC程序的产品，可以选择把FCC标志印在产品标签上，印刷时需要确保比例不变；同时，应当确保合规声明（compliance statements）在产品Label上。

2：选择Certification认证程序的产品，E-label是可被接受的。
3：SDoC的责任方必须是美国注册的实体。
4：SDoC适用范围内的产品，也可以选择使用认证程序；但认证管控范围的产品，只能选择认证程序。
